Services and Responsibilities

1. Coordination and Monitoring of Local Government Structures

  • Coordinating and monitoring the functioning of local government structures and strengthening their capacity at the following levels:
    • Villages
    • Cells
    • Sectors
  • Organizing and monitoring elections of leaders in local government and other special structures.
  • Resolving citizens’ issues through community assemblies.
  • Resolving citizens’ disputes through community mediators (Abunzi).
  • Addressing citizens’ concerns through the e-Citizen platform.
  • Monitoring civil registration services at local government levels.

2. Coordination and Monitoring of Unity and Reconciliation Programs

  • Monitoring the functioning of Unity and Reconciliation Committees in 617 villages.
  • Monitoring the activities of Unity and Reconciliation mobilizers in 97 cells.
  • Monitoring Unity and Reconciliation forums in 19 sectors.
  • Promoting the principles of unity and reconciliation through district-level forums and supporting the welfare of “Abariinzi b’Igihango” (Guardians of the Covenant) in the District.
  • Monitoring the activities of Abariinzi b’Igihango from the District level to the Cell level.

3. Monitoring the Activities of Itorero ry’Igihugu in Local Structures

  • Monitoring Itorero programs at the village level.
  • Monitoring Itorero activities in schools.
  • Monitoring Itorero programs within workplaces and institutions.
  • Monitoring volunteerism programs.
  • Monitoring Urugerero (national service) at the village level.
  • Monitoring Urugerero conducted through Ingando civic education camps.

4. Culture, Youth, and Sports

  • Promoting youth talent identification and development.
  • Encouraging and strengthening a culture of sports among different categories of the population.
  • Promoting Rwandan culture and supporting activities related to the commemoration of the 1994 Genocide against the Tutsi, while combating genocide ideology.
  • Preventing drug abuse among youth and monitoring rehabilitation programs.

5. Promotion of Gender Equality and Family Development

  • Conducting monitoring and supervision of the Family Evening Program (Umugoroba w’Umuryango).
  • Establishing and monitoring measures to prevent domestic violence.
  • Supporting the rehabilitation and reintegration of victims of gender-based violence and human trafficking.
  • Reintegrating street children back into their families.

6. Promotion of Partnerships

  • Issuing authorization documents to partners wishing to operate in the District.
  • Monitoring partners’ contributions to the District’s development.

7. Public Security

  • Developing strategies to maintain public security.
  • Organizing and strengthening community-based security support structures.
  • Monitoring the functioning of professional night patrols.
